Safeguarding is about ensuring the protection of the rights of every person to be able to live in safety and free from abuse or neglect.
We all need to take responsibility for identifying when abuse or neglect may be taking place, so that no person who might need help is missed. The local authority is responsible for taking action to ensure certain individuals living in their area are protected when they become aware they may be at risk.
The law says that the local authority must take steps to protect people with care and support needs, who are experiencing, or at risk of, abuse or neglect and who, due to their care and support needs, are not able to protect themselves. This duty exists whether the local authority has already had any involvement in arranging support for the person or not.
